🏙️ El Dorado Hills Revives City Push

The Gist: El Dorado Hills is an unincorporated community governed by El Dorado County - with services provided by agencies like the El Dorado Hills Community Services District (CSD). El Dorado Hills is again exploring incorporation, which would make it the largest city in El Dorado County with about 51,000 residents. LAFCO received an application from the El Dorado Hills Community Services District and will consider appointing a review panel to select a consultant for a fiscal analysis.

The Timeline: If approved, residents may vote on incorporation in November 2026, and an official city government could launch by Mid-2027. That said, a new fiscal analysis will determine whether the city can operate without raising taxes. If it shows a deficit, the effort would be halted before going to voters.

Why It Matters: City status could shift local governance and resources, impacting services, development, and community identity for thousands of residents.

Questions to Ponder: If EDH kept more of its own tax revenue, how should those funds be allocated - roads, schools, public safety, parks? Would a locally elected city council be more responsive than current County representation? Do you feel the County governance adequately reflects the size and needs of EDH? What concerns or benefits do you see related to potential changes in land planning and development control? Are there any services you would prefer to keep under County management verses shifting to a new city structure?
